　　投標人應具備的資格或業績：1)投標人必須是從事同類設備生產、系統集成與銷售的合法企業集團或獨立生產廠商或代理商。若投標人非投標貨物制造商時，光傳輸設備、微波設備、PCM傳輸復用設備、PCM綜合復用設備必須提供制造商針對本項目出具的唯一授權書。 2)投標人所投光傳輸設備、微波設備、PCM傳輸復用設備、PCM綜合復用設備必須提供工信部(原信息產業部)的有效的入網認證證書。 3)投標人所投光傳輸設備在國內成大規模的應用(單網不少于8套設備)業績，且最少使用1年以上，提供1個案例;以上案例均需提供用戶使用報告。 4)投標人所投PCM傳輸復用設備必須作為VHF信號、雷達信號傳輸網絡設備在國內至少使用1年以上，需提供1個案例及用戶使用報告。 5)投標人所投PCM綜合復用設備必須作為VHF信號、雷達信號傳輸網絡設備在國內至少使用1年以上，需提供1個案例及用戶使用報告。 6)投標人在國內外有良好的業績，同類項目具有可靠的運行經驗并為三個或以上用戶提供過滿意的運行服務，需提供用戶使用報告。 7)投標人名稱應與招標代理機構的購標登記表上的名稱一致。如不一致，投標文件中應附有投標權轉讓函，否則其投標文件將予以拒絕接受。 8)本項目不允許聯合體投標。

　　Qualifications or Performance：1) The bidder must be a legal enterprise group or independent manufacturer or agent engaged in the production, system integration and sales of similar equipment. If the bidder is not a manufacturer of tendered goods, optical transmission equipment, microwave equipment, PCM transmission multiplex equipment, and PCM integrated multiplexing equipment must provide the manufacturer's unique authorization issued for this project. 2) The bidder's optical transmission equipment, microwave equipment, PCM transmission multiplex equipment, and PCM integrated multiplex equipment must provide a valid network access certificate from the Ministry of Industry and Information Technology (formerly the Ministry of Information Industry). 3) The bidder's optical transmission equipment will be used in large-scale applications in China (not less than 8 sets of equipment in a single network), with at least 1 year of use, providing 1 case; the above cases need to provide user use reports. 4) The PCM transmission multiplexed equipment that the bidder invests must be used as a VHF signal, radar signal transmission network equipment in the country for at least one year or more, and one case and user use report must be provided. 5) The PCM integrated multiplexing equipment invested by the bidder must be used as a VHF signal and radar signal transmission network equipment for at least one year in China. A case and user use report must be provided. 6) The bidder has good performance both at home and abroad. Similar projects have reliable operating experience and have provided satisfactory operating services to three or more users. They need to provide user use reports. 7) The bidder’s name should be the same as the name on the bid purchase registration form of the bidding agency. If there is any inconsistency, the bidding document shall be accompanied by a letter of assignment, otherwise the bid document will be rejected. 8) This project does not allow consortium bids.
