3、投標人資格要求
投標人應具備的資格或業績：1）投標人必須是從事相關設備生產的制造商，或其針對本項目的唯一授權代理經銷商。 2）投標人名稱應與招標代理機構的購標登記表上的名稱一致。如不一致，投標文件中應附有投標權轉讓函，否則其投標文件將予以拒絕接受。 3）本項目不允許聯合體投標。 4）投標人所投產品須能同時記錄雷達數據、語音信號、自動化網絡數據，有5年或以上的銷售史、10個或以上用戶，且有1套或以上產品的語音與在用自動化系統同步回放的成功應用案例，且穩定運行一年以上。(投標人須提供證明材料、采購合同和用戶使用證明復印件，能反映并滿足上述所有要求）。 5）所投產品必須取得有效的中國民用航空局頒發的有效的民用航空空中交通通信導航監視設備使用許可證,并提供相應的復印件。

3.Qualification Requirements For Bidder
Qualifications or Performance：1) The bidder must be engaged in the production of related equipment manufacturers, or the only authorized dealer for this project. 2) Bidder name should match the name standard registration form available on the agency tender. If not, the tender documents shall be accompanied by the transfer of the right to tender letter, otherwise the tender documents will be rejected. 3) This project does not allow the consortium bid. 4) bidders shall be capable of simultaneously recording cast products radar data, voice signals, automated network data, sales history of 5 years or more, 10 or more users, and there is a set of voice or more products with the automated system synchronous playback of successful application cases, and stable operation of more than one year. (Bidders must provide proof material, procurement contracts and user copy of proof, to reflect and meet all the above requirements). 5) cast products must obtain a valid civil aviation air traffic communication, navigation and surveillance equipment use permit issued by the Civil Aviation Administration of China effectively, and provide copies.
